When you act on IB inputs, you eliminate INNOCENT Terrorists, when you don't, Secular Blasts take place, like Mahabodhi temple in BodhGaya. No Air Force in the world has ever won a war on its own. Air attacks are helpful to destroy enemy capabilities, key installations, Air-strips and so on.
