State policy of 'rehabilitation of terrorists' is highly flawed : Panun KashmirO Hindus, please note that Jammu and Kashmir Government is going to rehabilitate 'terrorists' who have taken arms training in Pak-occupied Kashmir and created havoc in India by killing hundreds of innocent Indians ! Srinagar (Jammu and Kashmir) : The Political Affairs Committee of Panun Kashmir held an urgent meeting to deliberate upon its responses to the emerging political scenario in the state. The meeting was held under the chairmanship of Prof. M.L.Raina, Chairman, Political Affairs Committee. It was attended among others by Shri Ashwani Kumar Chrungoo, President, Panun Kashmir, Shri. Virender Raina, National Spokesperson, Shri. J. L. Kaul, Vice President, Shri. Upinder Kaul, General Secretary, Shri. Kamal Bagati, Shri. N. M. Gadroo and Shri. Ramesh Kaul.
Shri Ashwani Kumar Chrungoo, President, Panun Kashmir in his speech said that the so-called policy of the state government for the “rehabilitation” of the terrorists who have gone across the border to Pakistan for arms training, is highly flawed and fraught with dangerous consequences. There seem to be no checks and balances and no coordination between various security agencies dealing with the situation. More so, the policy ostensibly involves the governments of three countries viz, India, Pakistan and Nepal. We are reminded of the fact that those militants who have taken benefits under the ‘rehabilitation policy’ have again gone underground, and there is every likelihood that they might have gone back to Pakistan for ‘recycling and advanced training’. The recent killing of Panchs and Sarpanchs and attacks on the security forces can be a direct result of this skewed policy. The silence of the government of India on the issue is intriguing and is tantamount to its policy failure and reminds one of the release of 77 dreaded terrorists in Kashmir in 1989 that was followed by a steep rise in terrorism, and an explosive situation ensued thereafter.
Prof. M.L.Raina, Chairman-PAC said that the issue of so-called rehabilitation policy should be viewed in the larger context of the Kashmir situation. The Kashmiri Pandits as victims of terrorism are languishing for the last more than two decades. On the one hand, when we have half a million internally displaced population in the state who are the primary victims of terrorism, to talk of rehabilitation of Pak-returned terrorists amounts to insulting the tragedies of these hapless people. Economic deprivation and unemployment are forcing these victims to leave the state and suffer further dispersal as a community.
Shri Virender Raina, National Spokesperson of Panun Kashmir said that the recent statements of the Chief Minister, on the question of the accession of the state and his espousal of Liyaqat Shah, the Pak returned terrorist, have further complicated the political milieu in the state. The accession of the state with the Union of India is a settled issue and events unfolding after 1971 war and Shimla agreement have extinguished the Azadi and autonomy chapters. In any case, India as well as the majority population of the state have moved on and are not interested in putting the clock back. Both autonomy and pre-1953 status are fundamentally retrogressive steps aimed at taking the state to the medieval times. Panun Kashmir and the nationalist forces in the state reject any such debate on the issue. Times have come for unification of all nationalist forces in the state and strengthen the nationalist agenda.
